There are so many. You need to specify a little of what you are looking for. Is something like blogger or wordpress going to work for you, or do you want more control? If you do want more control, how much scripting are you capable of. What scripting languages do you know. What does your hosting server allow you to use.
WordPress is probably your best bet. The only people who can close your site are the web host you pay to host it. And the only reasons they’ll shut it down are non-payment or if you use the site for something illegal (since they can be held to be as guilty as you are). So if you’re allowing people to download copyrighted music from your site you’ll be closed down. If the product is something to allow users to do something illegal (but the product itself is legal) some hosts will close you down and others won’t.
