What’s the best CMS (e.g. Joomla, Drupal, Nucleus, etc.) for a Travel Portal — users can upload reviews?

A57Moon- Gonna miss NFL season! asked: They announced the right to retain it also to share info with authorities if need be. They have already entered into so many agreements with marketing companies to sell your info and allow access… share personal info you give them….and now MORE?
