Just Google or Yahoo it. You will find more than you know what to do with. If its a basic design, that will be easier and cheaper. Also, whoever you are buying your site from will likely offer web development services. Godadddy and all the major folks that sell domains (ie .com, .edu, .net, etc). If you have a webstore etc, that will cost more. If you want a guy in the US that is somewhat cheap, he made this one

Thats just someone I know that does a pretty good job, but like I said, search the internet and youll finds LOTS of hits. The hard part will be sorting out one that you trust. Look for references etc. There are several that sub contract to India, which is fine except watch who you trust with your info. Id prefer a designer in the UK or US myself.

There are numerous people “out there” who have fantastic ideas that will make them millionaire overnight.
0.0000001% make it. (Ebay is a “success” example: they REALLY did not expect that success!)
- Prepare your specifications in as much details as you can.
- Prepare a short form document (apetizing interest, but not divulging your idea)
- Prepare a non-disclosure agreement with your sollicitor. (NDA)
- Google “freelancers” and get some addresses.
- go to rentacoder.com, getafreelancer.com, progonline.com, web2coders.com and place your short form request with your NDA. (Usually, posting a request is free).
You will then get plenty of offers.

One note: You said “preferably in uk”. Wrong! The WWW is worldwide, and the good designers/developers are not, necessarely, in your country! I am in Portugal and have designed for Italy, Australia, Germany, Uk, Canada and many more exotic places: it does not matter! (as long as you communicate daily by email)
As far as I am concerned, I am always open to be part of a new venture, but you will have to convince me that it is a viable one!
