No web development certificate is going to carry anything like the weight of your CS degree.
You may want to bolster your design skills a little, but you’ve already got the much more valuable part. I’d suggest you continue working on the web application part, specifically Java, PHP, and AJAX. There’s a lot of designers out there, but people who can really do the backend stuff are rare – especially if they also have design skills.
