If your site is already submitted then most of the time the spider will come back to index your site again. If you have a blog you can ping your blog or if you have a sitemap you can ping it and the spiders will come and look at your site again.

When they crawl you next you will see the changes. Google webmasters is a must yes and you will need a site map.

Just a few points that I would like to make with regards to your questions:
- No you no not need to re-submit to any search engines, once they have indexed your site the spider will come and check your site to see if any changes have been made ( search engines like to see your website change – even if it is only the smallest thing)
- I def agree that using webmaster tools is a must for helping improve your website. You could also create a site map and submit the site map using webmaster tools. Within the site map you can edit it to tell the search engines how often your website id changed i.e daily,weekly or monthly.
- There have also been a few comments made with regards to meta tags. There has been a lot of debate in recent years about with people saying that meta tags no longer taken into account any more because people used to undertake keyword stuffing. There is also suggestion that Google does not pay attention to them but Yahoo and MSN does.
My advice would be to add them anyway as every little clue that you can leave the searches engines about your website will help. However to boost your website the main thing is :
TLC
Title – make the title keyword rich
Links – get loads of inbound links with the keyword you want to rank for
C – content – add content regularly

No you don’t need to resubmit, search engine spiders will find the new content the next time they visit your site. If you want to speed up this process then you should concentrate on getting more inbound links to your website.
