    The short answer is “yes”.

    The long answer is: “yes, but why would you do in Flash what you could do in HTML?”

    Making a website in Flash excludes people who are visually or otherwise impaired, or do not have Flash installed…

    If it’s for a personal site, I’d say go for it.

    if the site is in any way business related, I’d say: no, use HTML and use Flash for enhancements that do not impair the site if they can’t load.

    HTML is plain text – if you’d want to, you could use Notepad.

    If you’re new to HTML, get a simple WYSIWYG editor that doesn’t allow you to go crazy (like DreamWeaver or Expression Web, both of which are made for professional designers but used by millions of people who get utterly lost if something doesn’t work right away).

    I would advise getting a copy of Microsoft Visual Web Developer Express Edition, which is free (just requires registration), and bookmark a couple of interesting websites.

    And… spend a couple of dollars on some reading material: HTML for Dummies is an excellent book. Easy steps, clear descriptions and a lot of humor make it easy to get you started.
