Joomla is a content management system and lets you do just that, manage the content. But more specifically its a system driven by a php/mysql engine. All of the content it manages is stored in a database, and that database displayed in a consistent way. That is to say it has pre-defined templates that let you add images and text (content), but only to areas of the template that have already been created and defined in the database
Creatively its pretty limiting.
To that end you dont need any technical skil in that you dont have to create the database or the php pages that allow joomla to run, you just grab a n image you like, write some nice text and upload it.
There is a joomla plugin for dreamweaver that lets you modify and create templates, but even so the design of them is dictated by the needs of the database.
