You can setup drupal for people and maybe charge a fee, if you want to be a developer you will need to know how to develop the website not just install it, learn php, html and mysql as a start then start to develop some mods and hacks for drupal

The simple and straight answer is no.
Even for DRUPAL you have to have sound knowledge of PHP / MYSQL / APACHE and other stuff like paths ( relative and absolute ) and other things like FTP and file properties.
You have you learn php / mysql / and ofcourse xhtml. Once you master these, then with experience you can develop applications / websites.
